Sounds like they are not hiring more man power, to save cost. Why do they need to save cost? Because users have been hammering them down for store purchases.
Considering the much larger amount of money games like Aion bring in compared to GW, you simply cant compare the resources allocated for Aion vs GW. If you pay more, you should expect more, if you dont pay anything for the past 2+ years since the GWEN release in 2007, then you should lower your expectations.
